Of course, improved hygiene is thought to be behind the increase in poliomyelitis in the early 20th century. The hypothesis is based on the fact that toddlers used to be exposed to the virus without developing paralysis thus developing immunity. However, with the increase in hygiene there was reduced chance for children to be exposed to the virus at an early age, but as they got older they were exposed to the virus and were more likely to develop flaccid paralysis.
Can't say I have ever heard anyone claim improved sanitation increased polio. There was DDT being used but that is a dirty chemical. Sanitation is not poisoning people to kill microbes but cleaning off toxic chemicals.
